Here are the specific rules for Season 9 of the rFR Grand Prix Cup. The very detailed rFR rulebook with league acrossing rules and regulations will be released soon.

The following rules are the most important ones and knowing them will be enough for racing in this series. All new rules and changes are marked in PINK

There really isn't any chance of having restarts if more than half the field have critical damage before the 1st sector?

Only chance for a restart is that only 1 car is still running even if you had a big crash in most of the cases you can easily go back to the pits and wont have to retire

That's only if during the practice sessions, when you do a pit stop, your fuel is not added.
It's an rFactor bug some people have.

But since in this season refueling is not allowed, that's not a necessary change, so don't worry.

And I think the requested change on the .PLR file is about the replays and not about the fuel.
That change is necessary for the game to save all replays and then the drivers can send their replays to the stewards if requested, due to an incident or something.

sexy, i have entered the pits with 5 laps of fule to change tires and when i exit i had 1 liters of fuel. i dont want to run out of fuel, that's what i mean.

There's a line "Relative Fuel Strategy".. your value is probably 0 (zero) and you should change it to 1 (one) - then save the file, obviously..

It's on your .PLR file (you can open it with notepad on Windows).

But you don't need to change anything, unless your fuel goes to 0 (zero) when you do a pit stop on practice sessions...

It's inside your "...\UserData\[YOUR DRIVER NAME]" folder and as I said before, you can open that .PLR file with Windows Notepad and edit it - then SAVE it after you edit it, of course.

Yes.

Same rule as in real life.

"According to regulations, both compounds, prime (harder) and option (softer) compounds must be used in a dry race, failing which a driver will be disqualified. If a race is suspended without both tyres being used, a 30-second penalty will be imposed.
This requirement is waived should drivers need to use wet weather tyres.
"

Meaning if you use any of the wet compounds, that rule doesn't apply.

So, it's not actually based on the rain...
But on the fact of putting INTERS or WETS on at any moment of the race.

Even if it rains and a driver decide to use only one of the 2 dry compounds (SUPERS or SOFTS), the rule still applies and they must use BOTH compounds on the Feature race.
